TENTacle - Capitalising on TEN­T core network corridors for prosperity, growth and cohesion.

The TEN­T core network corridors (CNC) is a very new instrument of the EU transport policy, aimed to resolve bottlenecks on major transport axes across Europe. The CNC approach has a large potential to stimulate development not only in the direct neighbourhood but also in more remote geographical areas, with advantages for the whole macroregion.

Main project objective

 

Improve stakeholder capability to reap benefits of the core network corridors implementation in the Baltic Sea Region for the prosperity, sustainable growth and territorial cohesion in the BSR through joint response to identified capacity challenges and transnational cooperation. 

Expected result

Higher capacity of the target groups to interact in and capitalise on the implementation of the core network corridors.  
Specific objectives - Enhance the stakeholder competence in the pilot corridor node and transit areas, corridor catchment areas and corridor void areas in the BSR to utilise the corridor mobility boosting measures for the prosperity, sustainable growth and territorial cohesion.

Expected result:

Better ability of public authorities and market players (local/regional authorities, larger companies, SMEs, entrepreneurship groups, NGOs, cross­border networks etc.) to deliver effective place­based policies, strategies, actions and logistics solutions profiting from the access to the core network corridors.

 

- Increase the stakeholders’ involvement in the CNC implementation and their ability of utilising transnational cooperation gains in public policies within the BSR countries as well as in market strategies.           

Expected result:

Better ability of transport authorities, public administration and market players in the BSR to utilise the core network corridor interaction gains (such as a wider territorial perspective and a multi­actor involvement) in transport planning, management and implementation activities within the organisations involved, including the cooperation in the EUSBSR (PA Transport).

 

Activities

  • At the local/regional scale TENTacle has 7 pilot showcases to demonstrate how to strengthen positive CNC spillovers by place­based measures in different development contexts. Through interfacing with the identified target public and market actors TENTacle will deliver plans and strategies containing policy­ and business­oriented solutions.
  • At the macroregional scale TENTacle will absorb pilot case results and through intensive stakeholder dialogue and additional analyses will work out win­win solutions for all BSR territories.    
  • Vidzeme planning region as the project partner will  develop the Vidzeme regional mobility investment plan 2030 with recommendations how to trigger and sustain growth impulses in a rural and declining region through an improved access of residents and businesses  to urban centres and transport nodes (incl. seaports) on the North Sea-Baltic Corridor and how to thereby improve transit location of the region to EE, RU and BY markets.
