Objectives

The project develops One-Stop-Shop (OSS) extended model specifically designed for the multi-apartment buildings in Baltic Sea Region countries. The OSS model includes traditional and additional OSS services that cover all the steps that are necessary to initiate and implement energy efficiency renovation projects in multi-apartment buildings.

Activities

  1. Methodology for extraction of data and setting energy efficiency (EE) targets will be developed and a digitized platform prepared to provide automized analysis and renovation calculations for building stock in a specific region.
  2. Prepare a set of communication and marketing services for OSS to raise awareness of the multifamily building homeowners about the benefits of energy renovation, provide them with the initial advice and help them to move on from the planning to the implementation stage.
  3. The market segmentation analysis will be implemented for partner regions to be able to produce targeted communication and marketing tools, that are key to reaching out to the right groups at the right moment (e.g. young families, elderly people, low-income households, etc.) with the right message.
  4. Marketing tools and communication campaigns including the evaluation strategies to assess their effectiveness will be developed jointly to address the defined market segments.
  5. Develope general advice materials to spread in the premises of partner OSS.
  6. Develop a model renovation package that includes a full renovation of several multi-apartment buildings jointly. The model will include a description of the works, bundling and group procurement methods, and a concrete use case.
  7. Prepare "The method to map and assess the regional solution providers/suppliers".
  8. Prepare a guideline on how an organisation can become an all-inclusive service provider, and what services and competence should be provided. Improving the Energy Performance Contracting (EPC).
  9. Compilation of One-Stop-Shop (OSS) extended model for the multi-apartment buildings in BSR regions.
  10. Seminars in every partner region will be organized for introducing the OSS Model to the partner networks.

  • Methodology and roadmap for OSS and regional/local municipalities on data extraction and EE targets
  • Digital platform for collecting and summarising the data
  • Communication and Marketing Strategy for the target groups - homeowners of multifamily buildings in the BSR region, segmented into demographic and social groups such as low-income families, specific city districts, young families, elderly persons, etc.
  • Evaluation method for the Communication and Marketing strategies to ensure proper impact assessment of the strategies.
  • General advice materials to be spread by OSS in partner regions.
  • Method for establishing the Collaboration Forums connecting homeowners, public authorities, and suppliers.
  • Model Renovation Package for a group of multi-apartment buildings with the Lappeenranta region (Finland) use case.
  • The method to map and assess the regional solution providers/suppliers.
  • Guideline to empower solution providers' ability to provide all-inclusive renovation services in the regions.
  • Improve EPC, specifically the recommendations part to provide the homeowner with almost certain EE measures that would make the renovation decisions economically
  • risk-free or with low risk.
  • Improve all-inclusive full renovation package with lower economic risk for homeowners to sign.
  • Compilation of One-Stop-Shop (OSS) extended model for the multi-apartment buildings in BSR regions.
