			<p>The Interreg Central Baltic Programme 2021–2027 project <em>“Development of joint circular solutions in the CB restaurant sector” (Ce4Re)</em> has come to an end. Over the past three years, the Vidzeme Planning Region, together with partners from Finland and Sweden, worked to introduce more sustainable and efficient practices in the food service sector. The project delivered a wide range of educational activities, digital tools for restaurants and their customers, a recipe competition and masterclass, international knowledge exchange opportunities, and practical cooperation with restaurants to reduce food waste.</p>
<p>The project addressed a growing need to reduce food waste and improve resource efficiency. According to data published by Latvia’s Ministry of Climate and Energy and research conducted within the LIFE project <em>Waste To Resources Latvia</em>, approximately 269,000 tonnes of food waste are generated annually in Latvia, equivalent to around 144 kilograms per person. The food service sector alone accounts for approximately 16,700 tonnes of food waste each year. European Union targets require a 30% reduction in food waste within the food service sector by 2030.</p>
<p>The main objective of Ce4Re was to support food service businesses in integrating circular economy principles into their daily operations by improving resource management, reducing food waste, optimizing processes, and strengthening business competitiveness and sustainability. Throughout the project, sustainability was highlighted not as an added value but as an increasingly essential prerequisite for long-term business success.</p>
<p>At the beginning of the project, restaurants from Vidzeme and other regions of Latvia were invited to participate and become part of the transition towards a more sustainable food service industry. In total, 15 restaurants from Latvia, Finland, and Sweden took part in developing and testing the project’s digital solutions: <strong>the <a rel="nofollow" href="https://zerofoodwaste.vidzeme.lv/">Food Waste Reduction Tool</a>, <a rel="nofollow" href="https://menutool.circularmenu.eu/">the Menu Design Tool</a></strong>, and <strong><a rel="nofollow" href="https://ekogoapp.com/">the EkoGo application</a></strong>. Testing these tools in real-life restaurant environments provided valuable feedback for further improvements and adaptation to different business needs.</p>
<p>To strengthen the knowledge and capacity of industry professionals, the project organized an extensive webinar series entitled <em>“Implementing Circular Economy Principles in the Restaurant Sector.”</em> Industry experts and practitioners shared practical insights on sustainable business management.</p>
<p>Topics covered included an introduction to the circular economy, circular menu planning, food waste prevention and reduction, sustainability communication and marketing, and the development of efficient and sustainable food service businesses. Recordings of the webinars, translated into Latvian, have been made publicly available, ensuring that restaurants and other interested stakeholders can continue to benefit from the project’s resources after its completion.</p>
<p>One of the most popular sessions was the webinar <em>“An Efficient and Sustainable Modern Food Service Business,”</em> which explored how restaurants can reduce costs, use resources more efficiently, and improve customer experience. Throughout the project, it became increasingly clear that sustainability in the restaurant sector is not only about environmental responsibility but also about smarter business management.</p>
<p>A key project outcome was the development of a Food Waste Monitoring Tool that enables restaurants to track food waste generation, analyze operational processes, and make data-driven decisions to improve resource efficiency.</p>
<p>Practical cooperation with restaurants and pilot testing of the tool became one of the project’s most significant activities. Participating businesses reported that the tool not only helped them measure food waste more accurately but also encouraged meaningful changes in daily habits and mindsets among both staff and customers.</p>
<p>The experience of the Latvian pilot restaurants demonstrates that regular food waste monitoring helps businesses better understand the causes of waste and implement practical improvements. By using the project’s monitoring tool, restaurants <em>Valmiermuiža’s Beer Kitchen, Mieriņš, Wolmar, Bazārs,</em> and <em>Mr. Biskvīts</em> achieved food waste reductions ranging from 18% to 38%. The greatest impact came from improved portion planning, more accurate purchasing forecasts, and increased staff engagement and awareness regarding food waste reduction.</p>
<p>The project results confirm that the principle <em>“You can’t manage what you don’t measure”</em> applies equally to the food service industry. Systematic data collection helps identify major sources of waste, reduce food waste volumes, and lower operational costs.</p>
<p>Baiba Siktāre, manager of <em>Mieriņš Ltd.</em>, notes that participation in the project enabled a much deeper understanding of the causes and impacts of food waste. She also observed significant changes in customer behavior, with more guests choosing to take unfinished food home instead of discarding it.</p>
<p>Similarly, Liāna Dance, manager of <em>Hotel Wolmar Ltd.</em>, emphasizes that the tool encouraged a more thorough evaluation of everyday processes and resource use. Converting food waste into measurable data and costs helped the team better analyze operations and improve attitudes toward resource management.</p>
<p>Marita Mastiņa, manager of <em>Valmiermuižas Alus Ltd.</em>, highlights the importance of staff engagement. She explains that employees’ attitudes changed significantly once food waste was directly linked to financial losses, increasing awareness and motivation to use products more efficiently.</p>
<p>In addition to the Food Waste Monitoring Tool, the project developed a Circular Menu Tool that helps restaurants design more sustainable menus, optimize ingredient use, and adopt environmentally responsible cooking practices. The tool also includes recipes from the competition <em>“Latvia’s Sustainable Menu Recipes of 2025.”</em></p>
<p>Another important outcome is the EkoGo mobile application, designed to help consumers discover, rate, and recommend sustainable dining establishments while giving businesses greater visibility for their environmentally responsible practices.</p>

			<p data-start="93" data-end="551">In April, Valmiera and Cēsis hosted partners from seven European countries during the international Interreg Europe project “Digital Rural” meeting, where participants exchanged experiences on how digital solutions can strengthen public services, support businesses and improve everyday life in rural regions. The visit highlighted Vidzeme’s practical approach to digital transformation, focusing on solutions tailored to regional needs rather than large-scale urban models.</p>
<p data-start="553" data-end="957">During the meeting, international partners explored examples of digital innovation in Vidzeme, including the work of the European Digital Innovation Centre (EDIC), the Cēsis Digital Centre and Vidzeme University of Applied Sciences’ VR-Lab. Discussions emphasized that successful digital transformation starts with digital skills, targeted support and gradual implementation adapted to local communities.</p>
<p data-start="959" data-end="1459">Special attention was also given to the dissemination of the Interreg Central Baltic project Ce4Re, which promotes circular solutions for the restaurant sector. Partners were introduced to digital tools developed within the project to help restaurants reduce food waste, monitor resource consumption and create more sustainable menu planning practices. The examples demonstrated how digital technologies can support both environmental sustainability and business efficiency in the hospitality sector.</p>
<p data-start="1461" data-end="1687" data-is-last-node="" data-is-only-node="">The meeting confirmed that rural regions can become important drivers of innovation by combining digital skills, data-driven solutions and cross-sector cooperation to address local challenges in practical and sustainable ways.</p>

			<p>On April 9, 2026, an international seminar titled <em>“Waste Less, Create More: Circular Solutions for Restaurants”</em> took place in Tallinn, bringing together industry professionals, chefs, entrepreneurs, and policymakers from the Baltic and Nordic countries. The event focused on practical solutions for reducing food waste and implementing circular economy principles in the food service sector.</p>
<p>The seminar was organized with the aim of directly engaging the Estonian restaurant industry, offering local businesses the opportunity to learn about tested solutions already implemented in other countries. At the same time, it served as a platform for the international dissemination of the Ce4Re project results, extending their impact beyond partner countries and promoting the practical adoption of these tools in Estonia.</p>
<p>The event was organized by the Vidzeme Planning Region in cooperation with the Estonian Hotel and Restaurant Association and was moderated by the association’s representative, Külli Kraner, who emphasized that the industry needs concrete, easy-to-implement solutions rather than purely theoretical recommendations.</p>
<p><strong>From Policy Framework to Everyday Business Practice</strong></p>
<p>Kristel Kibin from the Estonian Ministry of Climate highlighted that reducing food waste is becoming an increasingly important priority at the national level. This means that businesses will not only have the opportunity but also the necessity to adapt to more sustainable operations in the future.</p>
<p>“<em>We are currently shifting from waste management to waste prevention. By 2030, EU Member States must achieve a reduction of food waste by 10% in the manufacturing and processing sectors, and by 30% per capita in retail, restaurants, the food service sector, and households</em>,” said Kibin.</p>
<p><strong>The Importance of Data – How Measurement Changes Results</strong></p>
<p>Liene Klišāne, an expert from the Vidzeme Planning Region, presented a digital tool developed within the project that allows restaurants to systematically record waste at different stages – from preparation to customers’ plates.</p>

<p>Pilot project results showed that significant reductions can be achieved within the first months – food waste in restaurants decreased by up to 28% on average. However, the most important benefit is a shift in mindset: employees begin to see food as a resource, and its waste as both an environmental and financial issue. Restaurants not only started analysing where waste occurs (during preparation, storage, serving, or on customers’ plates) but also began tracking its value in monetary terms, recognizing the extent of “money thrown away.” This enabled them to identify specific problem areas and make targeted decisions, while also implementing new solutions and strengthening employees’ sense of responsibility for food use.</p>
<p>“<em>Restaurants are already implementing simple yet effective solutions in practice – adjusting menus by removing less popular dishes, reusing food leftovers in new meals, cooking in smaller batches and replenishing buffets more frequently, using smaller serving dishes, utilising vegetable trimmings and peels for broths, and offering customers the option to take food away</em>,” emphasized Klišāne.</p>
<p><strong>Sustainability as a Strategy, Not a Compromise</strong></p>
<p>Particular interest was generated by the experience of the “Re:Maize” bakery, presented by Svetlana Riškova, President of the Latvian Chefs’ Club and President of the Bocuse d’Or Latvia Academy. This example demonstrated how circular economy principles can form the foundation of a business rather than just an additional initiative.</p>
<p>The company is based on a sustainable and seasonal production approach, inspired by Latvian and Scandinavian culinary traditions. It follows a zero-waste principle, efficiently using raw materials and reducing food waste, while offering environmentally friendly packaging solutions and encouraging customers to use reusable containers.</p>
<p>“<em>It all started with a conscious desire to be responsible and transparent with customers – and over time, it became clear that this is not only a value but also a practical way to reduce costs and operate more efficiently</em>,” said Riškova.</p>
<p>The company collaborates with partners for recycling, implements full waste sorting and composting, and educates the public on sustainable consumption. Energy-efficient technologies are used in production, and the product range includes vegan, vegetarian, and gluten-free options – combining quality, innovation, and environmental responsibility.</p>
<p><strong>A New Approach to Menu Planning – From Waste to Value</strong></p>
<p>Project partners from Pyhäjärvi Institute Finland Pekka Maijala and Ellinoora Havaste, demonstrated how a menu planning tool helps chefs view ingredients from a different perspective.</p>

<p>The presentation emphasized that many components traditionally considered waste can become the basis for new dishes. For example, vegetable peels can be used in snacks, coffee grounds in desserts, and less commonly used fish parts in new recipes. This approach not only reduces waste but also expands gastronomic possibilities.</p>
<p><strong>Making the Invisible Work Visible</strong></p>
<p>Meanwhile, Ce4Re project partner from Sweden, Ted Wendt, presented the EkoGo application, which covers 536 restaurants, highlighting a key issue – many sustainability initiatives in restaurants remain invisible to customers. As a result, businesses often do not receive proper recognition for their efforts.</p>

<p>“<em>In Google environments, restaurants can add various attributes, but this does not create a structured and accurate picture of how a chef actually works and what values are practiced daily – that is the main difference compared to the EkoGo application</em>,” emphasized Wendt.</p>
<p>Digital solutions help make this information accessible and understandable, enabling customers to make more informed decisions. At the same time, they provide businesses with insights into customer behaviour and help them adapt their offerings.</p>
<p><strong>International Cooperation as a Foundation for Growth</strong></p>
<p>The seminar concluded with a panel discussion titled <em>“How Estonian restaurants can benefit from circular economy solutions?”</em>, where experts and industry representatives discussed practical ways to implement sustainable solutions in restaurant operations. The discussion was moderated by Külli Kraner and featured Dr. Altti Näsi (Satakunta University of Applied Sciences), Ted Wendt (Ekomarcentrum), Kristel Kibin, and Svetlana Riškova.</p>
<p>The discussion highlighted that the development of the circular economy can significantly foster international cooperation and knowledge transfer, enabling proven solutions to be successfully implemented in new markets, including Estonia. Experts also noted that sustainability involves not only reducing food waste but also having a broader societal impact, and that each business must find the most suitable solution for itself. A key prerequisite was also emphasized – sustainable business is not possible without financial viability.</p>

<p style="text-align: justify;" data-start="39" data-end="242">Several companies and initiatives are already operating in Latvia today, demonstrating in practice the viability of agro-construction solutions and their compliance with modern building requirements.</p>
<p style="text-align: justify;" data-start="244" data-end="663">One example is the company <strong data-start="271" data-end="288">FURE BioStone</strong>, which develops hemp-lime concrete solutions for new buildings and renovation projects. The company’s product, <em data-start="400" data-end="409">BioWall</em>, is made from the porous core of hemp shives combined with a specially developed lime binder. This material combines low embodied carbon emissions with good thermal insulation properties, while also ensuring a healthy indoor microclimate and durability.</p>
<p style="text-align: justify;" data-start="665" data-end="1286">Meanwhile, <strong data-start="676" data-end="720">NatureNest (SIA Hemp Eco Systems Latvia)</strong> specialises in building natural and healthy residential houses using the hemp lightweight concrete <em data-start="820" data-end="832">Nest Crete</em>. The company’s experience shows that such solutions are competitive internationally as well — over ten years, projects have been implemented not only in Latvia but also in Lithuania, Estonia, Denmark, Germany, Belgium, Switzerland, France, Portugal, and Austria. This proves that agro-construction products carry real export potential while simultaneously contributing to a highly energy-efficient living environment that supports residents’ well-being.</p>
<p style="text-align: justify;" data-start="1288" data-end="1802" data-is-last-node="" data-is-only-node="">Another important example in Latvia is the experience of the association <strong data-start="1361" data-end="1391">“Salmu Māja” (Straw House)</strong>, which uses industrially manufactured straw panels in construction. These panels, made from straw, wood, and clay, ensure high thermal performance, predictable quality, and fast installation. The association’s experience confirms that environmentally friendly construction can be carried out using modern construction speeds and technologies, while also improving building microclimate and aesthetic qualities.</p>
<p></p></div></div></div></div></div><div class="vc_row wpb_row vc_row-fluid"><div class="wpb_column vc_column_container vc_col-sm-12"><div class="vc_column-inner"><div class="wpb_wrapper"><div class='vc-content vc-paragraph' id=''><p><strong>Experience from the Baltic region</strong></p></div></div></div></div></div><div class="vc_row wpb_row vc_row-fluid"><div class="wpb_column vc_column_container vc_col-sm-12"><div class="vc_column-inner"><div class="wpb_wrapper"><div class='vc-content vc-paragraph' id=''><p></p>
<p style="text-align: justify;">Similar solutions are being successfully developed in neighbouring countries as well. The Estonian company Kodukuubis offers straw panels, noting that their use is less labour-intensive than traditional drywall constructions and allows for significant savings in construction time. Such panels are increasingly used for insulating log buildings while preserving the natural indoor microclimate. The Lithuanian company EcoCocon has become one of Europe’s leading manufacturers of straw panels, exporting its products to several countries. The company’s panels consist of approximately 89% straw and 10% wood, with raw materials sourced from local farms near the factory. This approach creates a strong link between agriculture and manufacturing while reducing transport-related emissions.</p>
<p></p></div></div></div></div></div><div class="vc_row wpb_row vc_row-fluid"><div class="wpb_column vc_column_container vc_col-sm-12"><div class="vc_column-inner"><div class="wpb_wrapper"><div class='vc-content vc-paragraph' id=''><p><strong>Development opportunities for Latvia</strong></p></div></div></div></div></div><div class="vc_row wpb_row vc_row-fluid"><div class="wpb_column vc_column_container vc_col-sm-12"><div class="vc_column-inner"><div class="wpb_wrapper"><div class='vc-highlighted-text' id=''><p></p>
<p style="text-align: justify;" data-start="39" data-end="435">Latvia has significant potential to develop the production of agro-construction products based on local agricultural crops. This would simultaneously help reduce emissions in the construction sector, create high value-added products for export, and strengthen regional economies. However, the decisive role in realising this potential lies with the public sector, particularly municipalities.</p>
<p style="text-align: justify;" data-start="437" data-end="901">European city experience shows that targeted policy action can greatly accelerate the use of natural-origin building materials. For example, Amsterdam has introduced a requirement that part of new residential construction must be implemented using wood or other bio-based materials, while the Lille Metropolis in France is systematically working to reduce embodied emissions in construction by bringing together municipalities, industry, and research institutions.</p>
<p style="text-align: justify;" data-start="903" data-end="1390" data-is-last-node="" data-is-only-node="">A similar approach in Latvia — through municipal public procurement, pilot projects, territorial development conditions, and support for local companies — could serve as a catalyst for the growth of the agro-construction industry. In this way, agro-construction is not only an alternative building solution but also a strategic opportunity for Latvia to position itself in Europe as an innovative, climate-neutral producer and exporter of construction solutions based on local resources.</p>

<p style="text-align: justify;" data-start="51" data-end="453">At the beginning of the meeting Inguna Kucina, Project Manager at the Vidzeme Planning Region and Gunita Ķiesnere, Head of the New Building School at Vidzeme University of Applied Sciences, presented the project’s overall objectives and the role of each partner, emphasizing the need to strengthen cooperation between researchers, farmers, and construction industry companies. During the meeting, participants agreed that such stakeholder sessions should take place at least once or twice per semester (every six months) to ensure regular information exchange and joint problem-solving. It was also recalled that the first project event in Riga brought together industry representatives in a broader format, demonstrating growing interest in agricultural-based building materials. This time, the discussions continued in a more focused group, analyzing the practical and policy prerequisites for the sector’s development.</p>

<p style="text-align: justify;" data-start="126" data-end="374">Sustainable construction expert Jānis Butkevičs presented the latest developments related to the European Union’s climate goals and the new Energy Performance of Buildings Directive, which Member States must implement by May 2026. He emphasized that the European Commission increasingly highlights bio-based products, yet specific regulations that would facilitate their introduction to the market are still lacking.</p>

<p style="text-align: justify;">“All the necessary prerequisites for the development of the agro construction industry in Latvia already exist – we have the knowledge, potential, and resources. However, there is a need for instruments and incentives, including solutions at the policy planning and regulatory levels,” noted Butkevičs.</p>

<p style="text-align: justify;" data-start="881" data-end="1155">He also reminded that biomaterials are not only wood, but also straw, hemp, and other crops capable of significantly reducing the construction sector’s carbon footprint by sequestering CO₂ in building structures and reducing dependence on fossil resources. Such an approach creates new economic opportunities for farmers, manufacturers, and regional development as a whole.</p>

<p style="text-align: justify;" data-start="120" data-end="358">Ebbing Klaas Osinga presented his perspective on the development of value chains – from agriculture to building construction, emphasizing that interest in the use of hemp and straw is currently growing rapidly across Europe. He highlighted the experience of the Netherlands, where miscanthus is even used in asphalt production. According to Osinga, Latvia should introduce a similar program as soon as possible, since market trends clearly indicate a growing demand for bio-based solutions in the construction sector.</p>

<p style="text-align: justify;" data-start="127" data-end="243">Dagnija Lazdiņa, leading researcher at the Latvian State Forest Research Institute “Silava”, acknowledged: “At the moment, we are facing a lack of system readiness – our foundation is not adapted to alternative solutions, as the necessary documentation and certification tools are not in place.” In her view, without parallel work on developing the certification process, it will be very difficult to introduce new practices in real life.</p>

<p style="text-align: justify;" data-start="131" data-end="347">During the discussion, participants emphasized that the lack of standards is currently the biggest challenge – while such standards exist for timber materials, they are still missing for other biomaterials. However, an important question was also raised – are standards even necessary, or should new, more flexible approaches be explored instead? The participants agreed on the need for broader public and industry education to raise awareness about the potential of alternative crops – such as hemp, straw, and grasses – and their integration into construction processes. They also highlighted the importance of developing a pilot project as the next step, which would help test these ideas in practice and complete the value chain of biomaterials.</p>

<p style="text-align: justify;" data-start="140" data-end="181">Project expert Liene Klišāne noted: “It is encouraging to see that several entrepreneurs in Latvia have already been active in the agro construction sector for years, producing building materials from hemp, straw, and reeds. Listening to the experience from the Netherlands, it becomes clear that, in many ways, we are still at the beginning of this journey. The development of the sector requires investment in companies, increased production volumes, and market growth. This process could be accelerated through public procurement by the state and municipalities, similar to how it has been done in the field of organic food for the public sector. The ABC project’s networking event is an excellent platform to identify current challenges – including those related to legislation – and to look for future solutions in agro construction. We are on the path toward a more ecological environment, both for homes and public buildings.”</p>

Latvia is represented in the project by the Vidzeme Planning Region (VPR) and Vidzeme University of Applied Sciences (ViA), who aim to jointly promote the development and integration of low-carbon and sustainable construction practices and policies in Latvia.</p>
<p>During the event, participants visited several good practice examples, including the ‘t Gagel regenerative farm and the company “Miscancell”, which cultivates miscanthus – a plant with significant potential in the construction sector as an insulating and cellulose-based material.</p></div><div class='vc-highlighted-text' id=''><p>Inguna Kucina, Project Manager at Vidzeme Planning Region, highlighted: “The ABC project is closely aligned with the objectives of the Vidzeme Planning Region Development Programme 2021–2027, which aims to promote a sustainable environment and innovative, resource-efficient construction. The construction sector is a significant source of emissions, and it is crucial for us to implement solutions that improve both quality of life and climate resilience. This project enables us to learn from experienced partners and strengthen cooperation at both national and regional levels.”</p></div><div class='vc-content vc-paragraph' id=''><p>A key aspect of the project is the collaboration between the two Latvian partners – Vidzeme Planning Region ensures strategic policy alignment, while the New School of Construction at Vidzeme University of Applied Sciences contributes expert knowledge and supports the transfer of innovation in the construction field.</p>
<p>Throughout the duration of the project until 2027, partners will explore best practices in carbon capture and resource efficiency, implement pilot actions, and improve related regional policies. The next partner meeting is scheduled to take place in Greece and will focus on soil regeneration.</p></div></div></div></div></div>

<p data-pm-slice="1 1 &#091;&#093;">To explore Ireland&#8217;s approach to bioeconomy development and promote international knowledge exchange, a delegation of 21 representatives from various Latvian institutions visited Ireland from 13 to 15 May 2025. During the visit, participants learned about Ireland’s bioeconomy policy directions, cooperation models, and practical solutions that contribute to the sustainable use of resources, emission reduction, and rural economic development.</p>
<p>The delegation included representatives from the Vidzeme Planning Region, Latvian State Forest Research Institute &#8220;Silava,&#8221; Ministry of Agriculture of Latvia, Farmers&#8217; Parliament, the Council of Agriculture Organisations (LOSP), Institute of Agricultural Resources and Economics (AREI), JSC “Latvia’s State Forests,” Latvian Fruit Growers Association, Cleantech Latvia cluster, ZAAO Ltd. and Valmiera Municipality.</p>
<p>The visit was organised within the framework of the Interreg Europe project 3F GREEN MODEL and the Horizon Europe project RuralBioUp.</p></div><div class='vc-heading' id=''><h4 id="all-island-bioeconomy-summit-highlights-biomethane-development">ALL ISLAND BIOECONOMY SUMMIT HIGHLIGHTS BIOMETHANE DEVELOPMENT</h4></div><div class='vc-content vc-paragraph' id=''><p></p>
<p data-pm-slice="1 1 &#091;&#093;">The central event of the visit was participation in the All Island Bioeconomy Summit held on 13 May in Enfield. The summit brought together policymakers, entrepreneurs, and researchers from Ireland, Northern Ireland, and other European countries to discuss the future direction of Ireland’s bioeconomy.</p>
<p>Discussions focused on how to transform bioeconomy potential into real economic growth and climate neutrality. A special emphasis was placed on biomethane development, challenges in commercialising pilot projects, and the role of clusters in fostering innovation.</p>
<p>Although innovation is taking place on a broad scale, with dozens of pilot projects underway, participants noted that the challenge often lies not in generating ideas, but in bringing them to market. The lack of mechanisms to ensure responsibility, manage risks, and implement solutions long-term was identified as a key policy gap across Europe.</p>
<p>In 2023, the Irish government approved the National Bioeconomy Action Plan 2023–2025, which includes 33 action lines, and in 2024 developed a National Biomethane Strategy. The strategy aims to deliver up to 5.7 TWh of locally produced biomethane by 2030. Biomethane is expected to serve multiple strategic functions in Ireland: reducing overall energy and agricultural emissions, supporting rural development, improving energy security, and diversifying energy sources. It will be used across sectors such as high-temperature heat, transport, electricity, and construction.</p>
<p>To support these goals, Ireland is developing a modern bioeconomy infrastructure, including biomethane production facilities, biorefinery centres, marine biotechnology innovation platforms, and biochar plants. Biochar, a material made from organic waste, is a highly effective means of long-term carbon sequestration in soils. Instead of releasing carbon into the atmosphere through decomposition or combustion, biochar allows up to 50% of the carbon to be stored in a stable form, while also improving soil structure, nutrient retention, drainage, and water availability.</p>
<p>Several presentations highlighted the importance of clusters in accelerating knowledge exchange, implementing joint projects, and strengthening collaboration between industry and research. Clusters serve as innovation ecosystems, bringing together companies, research institutions, and policymakers. This collaborative approach enhances sector competitiveness, supports international growth, and ensures coordinated responses to emerging challenges.</p>
<p>At the conclusion of the summit, participants agreed that advancing the bioeconomy requires not only technological solutions but also well-designed policy, an enabling regulatory environment, and strong cross-sectoral cooperation. Only with such an integrated approach can pilot initiatives evolve into long-term, climate-friendly economic solutions.</p></div><div class='vc-heading' id=''><h4 id="munster-technological-university-research-support-for-local-authorities-and-businesses">MUNSTER TECHNOLOGICAL UNIVERSITY – RESEARCH SUPPORT FOR LOCAL AUTHORITIES AND BUSINESSES</h4></div><div class='vc-content vc-paragraph' id=''><p></p>
<p data-pm-slice="1 1 &#091;&#093;">As part of the study visit, the Latvian delegation visited the Technological University of the Shannon (TUS), which operates seven regional campuses in central and southwestern Ireland. TUS is mandated by law to promote regional development, serving as an example of how the academic sector can actively support the implementation of climate, energy, and education policy at the regional level.</p>
<p>Delegates were introduced to the work of the TUS Sustainable Development Research Institute (SDRI), which manages international, national, and regional projects in cooperation with public and private sector partners. SDRI’s approach focuses on research-based capacity building. Examples included projects that support local municipalities in climate change mitigation and energy transition, such as Remarkable Climate Leaders and IN-PLAN, which emphasise integrated spatial and energy planning and provide continuous support for implementing sustainable energy and climate action plans.</p>
<p>Projects to develop skills in the construction sector and promote the green transition were also presented, including BUSI2030, DASBE, as well as REBOUND, FarmElder, and AgriNext – initiatives that support community-based activities in rural areas, from social farming to digital skills in construction and circular economy. TUS representatives also highlighted the university’s strategic focus on circular bioeconomy, exemplified by the CircleBio-P project. The project develops small-scale, environmentally friendly technologies for processing food industry by-products, helping transition from a linear to a circular production model. Insights were also shared about Ireland’s wool sector and the ongoing debate on sustainable value creation and classification.</p></div><div class='vc-heading' id=''><h4 id="brewerybakery-symbiosis-as-a-circular-economy-initiative">BREWERY-BAKERY SYMBIOSIS AS A CIRCULAR ECONOMY INITIATIVE</h4></div><div class='vc-content vc-paragraph' id=''><p></p>
<p data-pm-slice="1 1 &#091;&#093;">The delegation was introduced to several good practices in Ireland that are planned for submission to the Interreg Europe Good Practice database. Submitted practices undergo evaluation by a panel of high-level experts and can serve as inspiration for other regions.</p>
<p>One such example is the SymbioBeer project, where St. Mel’s Brewery and Panelto Foods partnered to reduce food waste. By replacing up to 15% of malt with bakery surplus, the brewery maintained beer quality while cutting CO₂ emissions by 3% annually. This initiative is a practical demonstration of circular economy principles and can serve as a model for similar collaborations.</p>

										<content:encoded><![CDATA[<p>On January 24, the Development Board of Vidzeme Planning Region convened to discuss the advancement of the Vidzeme Open Innovation Hub (VAIC). Municipalities expressed their commitment to collaborating and investing resources in the hub’s development during the meeting. The session also welcomed five international experts from various European regions who visited Vidzeme as part of the Interreg Europe Policy Learning Platform Peer Review expert visit to provide recommendations for establishing an effective governance and funding model for VAIC.</p>
<p>The experts emphasized the importance of a clear roadmap with measurable objectives and concrete tasks to ensure the hub’s successful growth, allowing for strategic investments and long-term regional benefits. Municipalities were recognized as key stakeholders in shaping these objectives. In this context, the possibility of agreeing on a fixed per-capita financial contribution to create a joint fund for VAIC’s core activities was considered, with municipalities acknowledging the feasibility of this approach.</p>
<p>Various funding models were discussed, including securing international project funding, exploring state co-financing opportunities, and fostering partnerships with the private sector to enhance the hub&#8217;s financial stability and operational flexibility. Participants agreed that relying solely on external funding could pose risks to the hub’s continuity, making it essential to establish a stable and predictable financial foundation.</p>
<p>Additionally, discussions focused on VAIC’s governance structure, its collaboration with academic and scientific institutions, and its engagement with local businesses. Experts highlighted the role of a robust innovation ecosystem in regional economic development and talent attraction.</p>
<p>Planning was identified as a key element in building a sustainable innovation ecosystem—even when adjustments are made over time, maintaining a clear strategic direction and consistently implementing key steps is crucial. The exchange of best practices was also underscored, as learning from other regions’ experiences can accelerate implementation processes and optimize resource allocation.</p>
<p>Participants were encouraged to think beyond administrative boundaries and promote collaboration both at the regional and international levels. Experts particularly stressed the value of cooperation with similar organizations abroad, as it facilitates the transfer of best practices and enhances innovation capacity.</p>
<p>A significant insight from the discussions was the need for specialization in smaller cities, while also maintaining sectoral diversification to reduce dependence on a single industry and ensure resilience to economic fluctuations. Experts noted that smaller municipalities are often more open to inter-municipal collaboration, whereas larger cities may be more inclined to pursue autonomous growth due to competitiveness concerns. However, this approach could potentially limit innovation and reduce opportunities for attracting and integrating high-value investments into the broader regional economy.</p>
<p>Experts also highlighted VAIC’s potential role in supporting municipalities developing industrial parks, emphasizing the hub’s function as a mechanism for enhancing regional innovation capacity and fostering high-value-added entrepreneurship.</p>
<p>Upon reviewing the recommendations, the Development Board members agreed that VAIC’s mission is to strengthen the regional innovation ecosystem, support businesses, and drive sustainable regional growth. International experts commended municipalities for their initiative in actively participating in VAIC’s establishment and development, as well as for leveraging the opportunities provided by the Interreg Europe Policy Learning Platform Peer Review expert visit.</p>
<h3><em>Additional Information on Vidzeme Open Innovation Hub (VAIC)</em></h3>
<p><em>Recognizing the need to develop a regional innovation ecosystem—an area where no dedicated national-level policy actions have been implemented to date—the Vidzeme Planning Region and Vidzeme University of Applied Sciences formalized an agreement in April 2024 to establish the Vidzeme Open Innovation Hub (VAIC).</em></p>
<p><em>As a joint initiative of two institutions, VAIC will serve as a collaboration platform aimed at strengthening the region’s knowledge and innovation ecosystem. The agreement underscores both institutions’ commitment to continuously seeking new ways to engage more organizations and businesses in the innovation ecosystem and enhancing their interaction.</em></p>

<p>On December 5th and 6th, companies and research institutes from Latvia, Finland, Ukraine, Turkey, and Sweden gathered in Vidzeme University of Applied Sciences in Valmiera, Latvia and online to address Stora Enso’s challenges of sustainability and circularity. The hackathon focused on developing innovative, eco-friendly solutions to combat blue stain in sawn logs and wood-damaging insects — all while ensuring water conservation. With ambitious goals to enhance water stewardship and reduce process water discharges, Stora Enso reaffirmed its commitment to transforming the forestry sector for a more sustainable future.</p>
<h4><strong>About Stora Enso</strong></h4>
<p>Stora Enso, a leader in renewable packaging, biomaterials, and wooden construction, operates across Europe, Asia, and the USA, focusing on sustainability and the circular bioeconomy. By leveraging renewable resources like wood, the company drives innovation while promoting responsible forestry and reducing carbon emissions.</p>
<p>In Latvia, Stora Enso runs the Launkalne Sawmill in Smiltene municipality, processing 500,000 m³ of logs annually into sawn timber, ThermoWood, granules, and biomass. Half of its production of sawn timber remains in the Baltic region, with the rest exported globally.</p>
<h4><strong>Accelerating the transition to a circular bioeconomy</strong></h4>
<p>Circularity is central to Stora Enso’s sustainability efforts, focusing on waste reduction, resource efficiency, and recycling. The company champions a circular bioeconomy through sustainable forestry, a reduced environmental footprint, and improved recycling infrastructure.</p>
<p>Water stewardship is a key priority, with goals to reduce process water discharges per saleable ton by 17% by 2030 (2019 baseline) and further cut total water withdrawal (2016 baseline). These efforts aim to minimize environmental impact while enhancing operational efficiency and lowering costs.</p>
<p>Stora Enso faces two key challenges during the summer to maintain wood quality: <strong>preventing blue stain caused by fungi</strong> and <strong>combating wood-boring insects</strong>. Blue stain damages the appearance and quality of wood, with watering logs as the primary solution – a process that accounted for over half of Launkalne Sawmill’s water usage in recent years (76% in 2023). The company is exploring environmentally friendly alternatives to reduce water consumption while preventing blue stain. Additionally, wood-boring insects increase significantly in warmer months, degrading wood quality and doubling the amount of low-grade logs. Stora Enso aims to address both issues with sustainable, eco-friendly solutions to protect wood, reduce water use, and manage pest damage effectively.</p>
<h4><strong>Collaborative Solutions</strong></h4>
<p>A total of nine companies applied to participate in the hackathon, but only six were selected, each bringing a unique perspective to solving the challenges.</p>
<ul>
<li><strong>Good Bugs (Latvia)</strong>: Proposed using beneficial insects and fungi that are natural enemies of bark beetles.</li>
<li><strong>State Forest Resources Agency (Ukraine)</strong>: Offered an integrated pest management (IPM) strategy combining biological control methods, such as natural predators and beneficial insects, with early detection and monitoring systems.</li>
<li><strong>Woolherd (Finland)</strong>: Presented Woolherd Biowool, an innovative product made from surplus wool, which enhances water efficiency in wood manufacturing processes.</li>
<li><strong>KAGON (Sweden)</strong>: Offered ProLog 3, a weather-controlled irrigation system designed to optimize water use in sawmills and pulp industries.</li>
<li><strong>SLU &amp; Silava (Latvia and Sweden)</strong>: Proposed using field and sawmill studies to determine where insects primarily colonize harvested wood by monitoring log yards, both in forests and sawmills, using traps and visual inspections to assess insect activity levels and patterns.</li>
<li><strong>Crop Genius (Turkey)</strong>: Introduced the Kemursgen Mapping &amp; Monitoring System, an AI-driven solution to safeguard storage areas from wood-boring pests.</li>
</ul>
<h4><strong>A Win-Win Outcome</strong></h4>
<p>For Stora Enso, the hackathon offered more than innovative solutions – it was an eye-opening experience. “<em>Receiving the invitation to join the hackathon was a fantastic opportunity to expand our knowledge and gain fresh ideas</em>,” said Uldis Deisons, Director of Stora Enso Wood Products at Launkalne Mill. “<em>We’re inspired not just to implement the winning team’s idea but to explore concepts from other teams as well. The outcome exceeded our expectations. I really encourage other companies to participate in similar events</em>.”</p>
<p>The hackathon concluded with KAGON AB emerging as the winner. Their ProLog 3.0 system offers a professional, weather-adapted, and demand-controlled irrigation solution for sawmills, timber terminals, and pulp industries. This cutting-edge technology, developed through years of collaboration with the sawmill and pulp sectors, ensures both environmental sustainability and effective raw material protection.</p>
<p>ProLog 3.0 is recognized by environmental authorities as a sustainable technology for sawmills and pulp mills, making monitoring flexible and user-friendly. “<em>Participating in the hackathon as a supplier is a valuable experience</em>,” said Daniel Otterbeck of KAGON AB. “<em>It provides an opportunity to engage directly with decision-makers, explore diverse solutions, and broaden perspectives. Coming prepared with a well-tested idea is crucial to making an impact</em>.”</p>
<h4><strong>Importance for the Vidzeme planning region</strong></h4>
<p>The Stora Enso Hackathon also underscored the pivotal role of the forest-based industry in the Vidzeme region’s economy. “<em>This sector is the cornerstone of prosperity for our residents, industries, and SMEs</em>,” said Laila Gercāne, Head of the Development and Projects Department in Vidzeme Planning Region. “<em>Its growth and development are vital for the well-being and economic sustainability of our community</em>.”</p>
<p><em>“This marks the 2nd year of implementing the BioBoosters Model Hackathons in Latvia and Vidzeme, and we are pleased to see that they are steadily gaining recognition and credibility among both the Challenge Providers and the teams that participate. The growing interest from international teams in addressing the challenges faced by the Vidzeme planning region is particularly encouraging. Notably, this year’s challenge from Stora Enso has proven to be significant to the broader wood industry, drawing considerable anticipation for its outcomes,” </em>Inguna Kucina, an expert of the BioBoosters project in the Vidzeme planning region, revealed. “<em>Organizing this year’s hackathons was notably smoother, thanks to the valuable experience gained from the nine successful events held last year, which delivered tangible results and greatly expanded our network of collaborators. However, each year presents a unique set of challenges for the organizers, as the conditions and dynamics shift with every new sector and problem addressed”.</em></p>
<p>By fostering collaboration and innovation, the Stora Enso Hackathon has set a benchmark for sustainable practices in forestry, offering transformative solutions that promise lasting benefits for both the industry and the environment.</p>

Last year&#8217;s focus was on the food industry, this year&#8217;s attention turned to the wood industry &#8211; while the sectors are quite different, it was confirmed that the BioBoosters hackathon model works well across diverse fields. What sets this year apart is the nature of the challenge itself. It quickly became evident that the need for a solution in the wood industry is urgent and widespread. <p><span data-contrast="auto">The success of the BioBoosters model hinges on strong partnerships and an extensive network of collaborators, who play a critical role in identifying potential solution providers. Without their support, reaching international companies, like this year’s winning team (who had successfully tested their product in Scandinavia but was less known in the Baltics), would have been challenging. This year also brought new experiences, particularly in the realm of active scouting. It allowed to attract participants beyond the Baltic Sea region, increasing the overall quality of collaboration. Partners were more strategic in their search for potential solutions, ensuring a more targeted approach. Unlike previous hackathons where the focus was primarily on engaging management and decision-makers, this year it was crucial to connect with individual researchers or company representatives directly working on the specific challenges. Unlike last year, when teams were supported by a pair of mentors, we gave each team a dedicated time with one mentor for more focused guidance. Additionally, while the teams remained highly international, the mentors this year were predominantly local. <p><span data-contrast="auto">Vidzeme Planning Region has been organizing hackathons in various formats and for different target audiences. While not all elements of the BioBoosters model have been replicated, many aspects have inspired other initiatives. One key takeaway from the past two years is that the hackathon format excels at quickly connecting companies with solution providers and ready-to-market products. It also provides a platform for innovative ideas that may need further data and testing before they can be implemented. We look forward to continuing our collaboration with the BioBoosters partner network, as it remains integral to the ongoing success of this model.</span></p>
