			<p>On 10–11 June 2026, the Interreg Europe project CLIMATE partner meeting took place in Cēsis, Latvia, where the Vidzeme Planning Region welcomed project partners and experts from Greece, Finland, Belgium, Italy, the Netherlands, Bulgaria and Hungary. Over the course of two days, participants discussed the impacts of climate change on regions, explored Vidzeme’s experience in strengthening climate resilience, and sought solutions to help municipalities and communities better adapt to increasingly frequent climate-related risks.</p>
<p>Opening the meeting, <strong>Dr. Inese Suija-Markova,</strong> <strong>Deputy Mayor of Cēsis Municipality and Chairwoman of the Development Board of the Vidzeme Planning Region</strong>, presented Vidzeme’s approach to sustainable development and climate resilience. She emphasized that the region’s greatest asset is its rich natural capital, with more than half of its territory covered by forests that provide essential ecosystem services and enhance resilience to climate change impacts. She also highlighted Vidzeme’s high share of organically managed agricultural land, which exceeds both Latvian and European Union averages.</p>
<p><strong>Inta Ādamsone, Head of the Environment and Climate Neutrality Division of the Development Department at Cēsis Municipality</strong>, introduced the municipality’s environmental and climate neutrality policy framework. She stressed that climate change mitigation and adaptation measures are implemented in close connection with sustainable natural resource management, biodiversity conservation and public engagement. Ādamsone noted that one of the priorities of the Cēsis Municipality Development Programme is “Nature and Environment – the Green Course”, which promotes biodiversity conservation based on scientific research, as well as the expansion of green spaces, pedestrian streets and cycling infrastructure to improve environmental quality and residents’ well-being. To achieve these objectives, the municipality actively participates in several international environmental and climate projects, including LIFE LATESTadapt, through which nature-based solutions are being developed to strengthen urban resilience in Cēsis.</p>
<p>Meanwhile, <strong>Līga Bieziņa, Development Planner at the Development Department of Valmiera Municipality</strong>, presented Valmiera’s approach to strengthening climate resilience. She explained that climate-related risks are systematically integrated into municipal planning documents and infrastructure development projects. Particular attention is paid to flood risk reduction, stormwater management and the development of green infrastructure. The Green Infrastructure Development Plan for the city of Valmiera envisages the creation of an integrated green infrastructure network, reduction of flooding risks caused by heavy rainfall, mitigation of the urban heat island effect and enhancement of biodiversity.</p>
<p><strong>Anda Briede, Expert at the Vidzeme Planning Region</strong>, presented the Gauja National Park Bioregion Initiative – the first bioregion in the Baltic States. She introduced the process of establishing the bioregion and the collaborative governance model involving municipalities, research institutions, non-governmental organisations and businesses, promoting sustainable natural resource management, circular economy principles and community engagement. Concluding her presentation, Briede stressed that building climate resilience requires the ability to look ahead and create a shared vision for the future:</p>
<p>“We cannot change the world with today’s mindset – we must be able to imagine the future, think ambitiously and consistently move towards our chosen goals.”</p>
<p>In the afternoon, <strong>Dr. Vita Brakovska, Chairperson of the Association ZINIS</strong>, led a workshop on systems thinking and the role of societal behaviour in fostering climate resilience. She emphasized that effective solutions are only possible when the connections between individual habits, community actions and climate-related challenges are fully understood.</p>
<p>“A key prerequisite for building a resilient society is shared responsibility and regular preparedness for potential crises, rather than relying solely on theoretical knowledge,” Brakovska noted. She highlighted that lasting behavioural change can only be achieved when at least 25% of a community becomes actively involved. Participants were encouraged to identify so-called leverage points – small but strategic actions capable of generating significant changes in public behaviour and engagement.</p>
<p>At the end of the workshop, international working groups presented ideas for increasing public engagement in climate resilience issues. Working with different target audiences – young people, climate sceptics and the wider public – participants explored ways to make climate challenges more understandable and personally relevant. The discussions demonstrated that effective communication requires more than facts and data; it must connect climate resilience to people’s everyday experiences, values and practical benefits. Participants also highlighted the importance of creative, interactive and visually engaging approaches that help build understanding and motivate action.</p>
<p>On the second day, project partners visited the <strong>Institute for Environmental Solutions</strong> in Priekuļi, where <strong>Jevgenijs Filipovs, Data Analyst</strong>, presented recent developments in mapping urban green areas and heat islands using freely available satellite data. Participants gained insight into technologies that enable municipalities to identify climate risks more accurately and plan adaptation measures more effectively.</p>
<p>The study visit concluded in Smiltene Municipality, where participants learned about local projects implementing nature-based solutions for water management and climate adaptation. These examples demonstrated how municipalities can use natural processes to improve stormwater management, reduce flood risks and enhance environmental quality at the same time.</p>
<p>During the meeting, project partners also discussed the future direction of the project and reviewed progress achieved so far. Particular attention was paid to how successful practices from different European regions can be adapted to local needs and used to strengthen climate resilience in the long term.</p>
<p>The CLIMATE project aims to strengthen the capacity of European regions to adapt to climate change by promoting the exchange of experience and improving policy instruments for climate risk management. Project partners analyse and transfer good practices in areas such as climate monitoring, nature-based solutions, public engagement and the development of civil protection systems.</p>

<p style="text-align: justify;" data-start="84" data-end="668">From 26–28 May, the Vidzeme Planning Region team participated in the fifth interregional meeting of the Interreg Europe project <em data-start="212" data-end="281">“PIloting COllaborative ways to BEtter Living LOcally” (PICOBELLO)</em> in Nantes, France. The meeting focused on how the experiences of European regions can be used to improve development planning and create living environments that are more attractive, sustainable, and inclusive for people. Participants also examined good practice examples and discussed the integration of the <strong data-start="591" data-end="621">New European Bauhaus (NEB)</strong> principles into regional development policies.</p>
<p style="text-align: justify;" data-start="670" data-end="1140">During the visit, project partners explored Nantes’ experience in using design, innovation, and public participation to support urban development, while also sharing examples of initiatives implemented in their own regions. Over the course of three days, participants analysed various approaches demonstrating how citizen engagement, creative thinking, and innovation can contribute to improving living environments and strengthening the well-being of local communities.</p>
<p style="text-align: justify;" data-start="1142" data-end="1860">To gain practical insights into existing approaches, the programme included several study visits showcasing how design, innovation, and public participation are being applied to enhance the quality of living environments. Participants visited the <strong data-start="1389" data-end="1427">Nantes Atlantique School of Design</strong>, where design thinking is used to address social and urban challenges, as well as a number of public space development projects that promote well-being, strengthen connections between people and their surroundings, and encourage more meaningful use of public spaces. The group also explored examples of industrial heritage regeneration and innovation hubs where academia, public authorities, and businesses successfully collaborate.</p>
<p style="text-align: justify;" data-start="1862" data-end="2642">One of the most valuable aspects of the visit was the opportunity to learn about Nantes’ approach to using design as a tool for addressing social and community-related challenges. The experience demonstrated that design is not limited to aesthetics or urban beautification; it can also serve as a powerful instrument for public engagement and fostering a sense of belonging. Many of the examples highlighted the role of public spaces in encouraging social interaction, strengthening people’s connection with their environment, and improving everyday experiences. At the same time, the exchange prompted discussions on how similar approaches could be adapted to the context of the Vidzeme region, taking into account local community needs, lifestyles, and cultural characteristics.</p>
<p style="text-align: justify;" data-start="2644" data-end="3092">One of the key conclusions was that meaningful and lasting territorial development begins not with infrastructure or technology, but with understanding and involving people. Nantes’ experience showed that the most successful solutions emerge when municipalities, businesses, researchers, and residents work together, while design thinking provides a framework for addressing development challenges through the lens of people’s everyday experiences.</p>
<p style="text-align: justify;" data-start="3094" data-end="3527">During the partner presentations session, participants reviewed several examples of good practice from across Europe, illustrating different approaches to creating sustainable and people-friendly living environments. The Vidzeme Planning Region presented its experience in promoting the principles of the <strong data-start="3399" data-end="3423">New European Bauhaus</strong> in Latvia, emphasising the importance of translating these principles into practical, everyday actions.</p>
<p style="text-align: justify;" data-start="3529" data-end="4006">Discussions also highlighted the need to make European-level goals and initiatives more understandable and relevant to local communities. In many cases, sustainability, climate action, and New European Bauhaus principles are already being implemented in practice, but they are not always recognised as part of broader development processes. Therefore, it is important to focus communication on the tangible benefits for people and places, rather than solely on policy concepts.</p>
<p style="text-align: justify;" data-start="4008" data-end="4428">At the conclusion of the visit, project partners participated in the opening discussion of the creativity festival <strong data-start="4123" data-end="4162">“Chtiiing! Nantes Creativity Days,”</strong> where the role of design, innovation, and creative industries in contemporary society was explored. During the project’s working session, partners reviewed progress achieved so far, discussed the next stages of implementation, and agreed on future joint activities.</p>
<p style="text-align: justify;" data-start="4430" data-end="4666" data-is-last-node="" data-is-only-node="">The next PICOBELLO partner meeting will take place in the Vidzeme region from <strong data-start="4508" data-end="4537">29 September to 1 October</strong>, providing an opportunity for international partners to explore local experiences and examples of good practice from the region.</p>

										<content:encoded><![CDATA[<p><strong>Digitalisation is often associated with large cities and metropolitan areas. However, at the end of April, Valmiera and Cesis became a meeting place for European regions seeking practical digital solutions for rural territories. On 21–22 April, the Digital Rural project partner meeting took place in Vidzeme, bringing together representatives from seven European countries to experience Latvia’s approach first-hand and to share their own practices on how digital solutions can improve public administration, entrepreneurship and everyday life in regional areas.</strong></p>
<p>The Digital Rural project focuses not on technology for its own sake, but on its practical value for regional development. During the meeting, participants explored how digital solutions can help municipalities work more efficiently, provide new opportunities for local businesses and ensure more accessible and convenient services for residents. In regions with lower population density and very specific local needs, digitalisation can become a key development driver rather than an abstract vision of the future.</p>
<p>An important role in Vidzeme’s digital development ecosystem is played by the EDIH: Vidzeme regional hub, which provides hands-on support to businesses and the public sector in developing and advancing digital transformation. Discussions highlighted that digitalisation in regions often starts with small but targeted steps – digital maturity assessments, consultations and tailored training. This gradual and needs-based approach helps strengthen business competitiveness and improve the efficiency of municipal work.</p>
<p>One of the key conclusions of the meeting was that without digital skills, even the most advanced technologies remain unused. For this reason, international partners showed particular interest in the experience of the Cesis Digital Centre, where digital skills are actively developed among residents, entrepreneurs and municipal employees. This approach not only builds new competencies, but also creates trust in digital solutions and reduces concerns about change.</p>
<p>Similar approaches to digital literacy can be found across Europe. For example, the Creative Heartlands initiative in Ireland supports creative entrepreneurs in rural regions by helping them adopt modern digital manufacturing technologies – from 3D printing to virtual reality. This experience demonstrates that digital skills can become a foundation for new business models even in regions traditionally dominated by conventional industries.</p>
<p>During the meeting in Cesis, participants were also introduced to the digital twin of the Ogre River, developed to predict flood risks and provide early warnings to responsible authorities and residents. The solution attracted strong interest as it clearly demonstrates how data analysis and digital modelling can support environmental management and civil protection, particularly in the context of climate change. Across Europe, digital solutions are becoming increasingly important in this field – for example, precision agriculture in Poland uses drones to analyse crop conditions and reduce resource consumption.</p>
<p>On the second day of the event in Valmiera, special attention was given to the role of municipalities in digital transformation. Valmiera’s experience showed that digitalisation is not a standalone project, but a long-term and systematic approach covering both internal processes and improved service accessibility for residents. From electronic document management and unified IT platforms to security solutions and data-driven decision-making, these examples confirmed that regional municipalities can also act as drivers of digital innovation.</p>
<p>In the international context, participants also discussed Estonia’s experience with participatory budgeting, where digital tools enable residents to take part in decisions on the use of public funds. This approach not only increases civic engagement, but also strengthens trust between local authorities and communities.</p>
<p>Digitalisation was also explored through the lens of sustainability and the circular economy. The Ce4Re project presented digital tools designed to reduce food waste in the catering sector – from food waste monitoring systems to circular menu planning tools. These solutions illustrated how digital technologies can help simultaneously reduce resource consumption and business costs.</p>
<p>International partners were also introduced to the Virtual Reality Laboratory of Vidzeme University of Applied Sciences (ViA VR Lab), which has more than ten years of experience in developing virtual and augmented reality solutions. The laboratory works across a wide range of fields – from education and safety training to medicine, tourism and digital twins – while contributing to applied research and the training of future specialists in the region.</p>
<p>The Digital Rural partner visit to Vidzeme once again confirmed that rural regions do not need to replicate solutions created for large cities. Instead, they can develop digital solutions tailored to local needs and capacities. Vidzeme’s experience shows that by combining digital skills, data and cross-sector cooperation, it is possible to create solutions that are both practical and sustainable, while preserving regional identity and strong ties to local communities.</p>

<p>During the meeting, work continued on solutions to make public procurement a driving force for climate‑neutral, circular, and chemically safe (CCC) solutions. Within the project, pilot procurements will be carried out by applying criteria in these three areas and assessing their environmental impact.</p>
<p>Across the partnership, procurements are planned in various sectors – from construction and information and communication technologies (ICT) to textiles, cleaning, and catering services.</p>
<p>Vidzeme Planning Region is working on a pilot procurement case of catering service for the Vidzeme Innovation Week conference. The annual event brings together around 150 participants. By procuring sustainable catering services, organization continues the groundwork laid in its projects related to establishing sustainable food systems, as well as activities aligned with the Bioregion initiative.</p></div><div class='vc-highlighted-text' id=''><p>The aim is to demonstrate the environmental impact of such procurement compared to one that does not include sustainability criteria, therefore showing their significance.</p></div><div class='vc-content vc-paragraph' id=''><p>To be noted, the upcoming reform of the public procurement system in Latvia means removing mandatory green public procurement criteria, including for food and catering procurement. Instead, sustainability criteria would become voluntary, and the pilot cases of the CCC-2 project can set a point of reference for further procurements.</p>
<p>Partners also received a first insight into the “CCC Navigator” – a practical online tool that will help public authorities integrate climate, circular economy, and chemical safety criteria into procurement. The platform is currently under development and will become one of the project’s final outputs.</p>
<p>The project partners – experts in various sustainability fields – are also developing training activities for procurement specialists to ensure wider application of the CCC approach. These will include both practical guidance and real-life examples from pilot projects.</p>
<p>The next steps in the project include preparing environmental impact assessments of the  upcoming procurement, developing tender evaluation criteria and conducting market pre-study.</p></div></div></div></div></div>

										<content:encoded><![CDATA[<p>To strengthen societal resilience in the Vidzeme region and promote public involvement in reducing and preventing climate risks, the Vidzeme Planning Region organised the 4th regional stakeholder meeting of the CLIMATE project, titled “Strengthening societal resilience and engagement for climate risk reduction in the Vidzeme region”.</p>
<p>During the event, it was emphasised that societal resilience and active public involvement in crisis situations are among the most important preconditions for effective crisis management. Experts shared experiences and practical examples that help strengthen the ability of local communities to act in the face of various threats.</p>
<p>Speaking about mechanisms for public engagement in climate governance, the head of the Valmiera Region Community Foundation, Patricija Siliņa, introduced the experience of Brussels. There, a structured volunteer system is being developed, which provides for the involvement of residents in crisis management also at an individual level. Volunteers are trained and prepared to act in a coordinated and effective manner during emergencies. This approach helps prevent situations where spontaneous, albeit well-intentioned, assistance may interfere with the work of professional services.</p>
<p>At the same time, it was emphasised that a volunteer system cannot replace professional services – strong public safety and rescue services are a fundamental basis for effective crisis management.</p>
<p>Undīne Blumberga-Šakuna, an expert on civil society and community development at the Valmiera Region Community Foundation, introduced the programme “Safe Communities in Vidzeme”. Its aim is to strengthen the capacity of local communities to self-organise, cooperate, and participate, while promoting an understanding of the common good and responsibility towards others, as well as developing societal resilience skills.</p>
<p>Within the programme, several activities are planned:</p>
<p>· to promote the formation of new neighbourhood communities and the involvement of residents in community development;</p>
<p>· to identify and train motivated residents who, in crisis situations, would be able to coordinate spontaneous volunteers in cooperation with municipalities;</p>
<p>· to strengthen cooperation among residents, creating cohesive and resilient communities and a safer living environment.</p>
<p>Communities will also have access to funding for the implementation of local initiatives.</p>
<p>Particularly valuable for participants was the experience shared by Gunta Bazone, an expert from the Response Management Division of the Civil Protection Administration of</p>
<p>the Riga City Council. She shared practical examples of establishing and organising evacuation points in Riga, as well as outlined research results on public preparedness for crisis situations. The findings indicate that although residents are interested in safety issues, practical preparedness remains insufficient – many do not know where the nearest shelters are located or how to act in emergency situations.</p>
<p>Seminars organised in Riga, titled “Riga Civil Protection Plan – Know It and Get Involved”, were also highlighted, where residents can obtain detailed information on actions in crisis situations – from evacuation to shelter locations.</p>
<p>At the end of the meeting, participants worked in groups to develop an action plan for flood situations. Crisis scenarios were modelled, focusing on public preparedness, information flow and communication, evacuation, the involvement of NGOs and volunteers, as well as institutional cooperation. Using the backcasting method, participants defined concrete steps to be taken today to ensure effective crisis management in the future.</p>
<p>The event also provided an opportunity to exchange up-to-date information on planned activities of organisations aimed at strengthening societal resilience and engagement in the Vidzeme region.</p>

<p style="text-align: justify;" data-start="67" data-end="537">On 25 February, the fifth Smart Skies seminar, <em data-start="118" data-end="154">“Advancing Public Drone Services,”</em> was held at the Jānis Daliņš Stadium Conference Hall in Valmiera as part of Vidzeme Innovation Week.</p>
<p style="text-align: justify;" data-start="67" data-end="537">The event was organised by the Vidzeme Planning Region (VPR) and brought together approximately 33 participants, including representatives of national and local government institutions, industry experts, researchers, and entrepreneurs from Latvia, Finland, and Estonia.</p>
<p style="text-align: justify;" data-start="539" data-end="883">The seminar aimed to showcase existing examples of drone applications in public service delivery and to explore their integration into municipal services, infrastructure management, and security-related solutions. Participants exchanged experiences and discussed the latest developments in drone technologies and their practical implementation.</p>
<h3 data-section-id="1bk1l3r" data-start="885" data-end="937">Smart Skies: from strategy to real-world testing</h3>
<p style="text-align: justify;" data-start="939" data-end="1381">The seminar opened with a presentation by Krišjānis Pundurs from the Vidzeme Planning Region, who provided an overview of the progress achieved within the Smart Skies project. Key milestones include the development of a five-year strategy for drone service development in both Valmiera Municipality and Tartu, as well as the signing of a contract with SIA Ģeodēzists to carry out drone operations in Valmiera Municipality.</p>
<p style="text-align: justify;" data-start="1383" data-end="1942">The drone flights are designed to collect spatial data for territorial planning and inspections, including the creation of 3D models and mapping materials. Over an eight-month period, public buildings, drainage systems, and cemetery areas will be surveyed using drones. The pilot activities will evaluate the efficiency, cost-effectiveness, and time-saving potential of drone technologies compared with traditional inspection methods. The resulting data will provide a foundation for more informed territorial management and decision-making in municipalities.</p>
<h3 data-section-id="1tn690e" data-start="1944" data-end="2026">Drones in power grid inspections: from manual checks to data-driven management</h3>
<p style="text-align: justify;" data-start="2028" data-end="2436">Diāna Gauče, Head of Network Management Function Development at Sadales tīkls, shared the company’s experience of using drones for electricity network inspections. Sadales tīkls manages an extensive electricity distribution network consisting of more than 93,000 kilometres of power lines and over one million infrastructure elements, which were previously inspected largely through manual processes.</p>
<p style="text-align: justify;" data-start="2438" data-end="2909">The introduction of drones has enabled the company to significantly accelerate inspections, identify faults at an early stage, analyse vegetation-related risks, and create three-dimensional models of network infrastructure. The collected data supports the development of a digital representation—or digital twin—of the electricity network, enabling more accurate planning of maintenance activities and data-driven decision-making regarding network development and safety.</p>
<p style="text-align: justify;" data-start="2911" data-end="3251">According to Gauče, drone technology has allowed the company to gradually transition from labour-intensive manual inspections to a hybrid approach that combines field inspections with digital data analysis. This improves operational efficiency, enhances employee safety, reduces costs, and helps prevent power outages before failures occur.</p>
<p style="text-align: justify;" data-start="3253" data-end="3505">At the same time, she highlighted several ongoing challenges, including weather conditions, lighting, seasonal vegetation changes, public awareness of drone operations, and the need to ensure high-quality data collection and properly trained operators.</p>
<h3 data-section-id="lxs1ec" data-start="3507" data-end="3549">Drones in future aviation and research</h3>
<p style="text-align: justify;" data-start="3551" data-end="3947">Kimmo Paajanen, Senior Researcher at Arctic Drone Labs of Oulu University of Applied Sciences (Oamk), introduced the work of the university and its digital innovation centre. He explained how collaboration between businesses, researchers, and drone manufacturers supports the development of new drone services, prototype testing, technology validation, and data collection activities.</p>
<p style="text-align: justify;" data-start="3949" data-end="4186">Paajanen emphasised the extensive testing infrastructure available in northern Finland, which allows unmanned technologies to be tested in diverse environments, including urban areas, rural regions, coastal zones, and remote territories.</p>
<p style="text-align: justify;" data-start="4188" data-end="4555">The activities of Arctic Drone Labs focus on practical solutions for logistics, public safety and rescue services, agriculture and forestry, and sustainable aviation. Researchers are particularly engaged in advancing autonomy and automation technologies, artificial intelligence applications for data analysis, and drone operations in challenging climatic conditions.</p>
<p style="text-align: justify;" data-start="4557" data-end="5121">As an illustrative example, Paajanen described northern Finland as the opposite of locations such as Dubai when it comes to technology testing. While warm climates and densely populated environments can provide favourable conditions for introducing new technologies, drone systems in northern Finland must operate reliably in cold temperatures, strong winds, over long distances, and in areas with limited infrastructure. Technologies that prove effective under these demanding “anti-Dubai” conditions can generally be deployed successfully elsewhere in the world.</p>
<p style="text-align: justify;" data-start="5123" data-end="5343">His presentation also highlighted the importance of close cooperation between academia, industry, and the public sector in accelerating innovation and supporting the safe and sustainable development of unmanned aviation.</p>
<h3 data-section-id="5d2i1s" data-start="5345" data-end="5431">European security, and the convergence of civilian and military drone technologies</h3>
<p style="text-align: justify;" data-start="5433" data-end="5695">A broader perspective on the role of drone technologies in national security, economic development, and technological innovation was provided by Artis Pabriks, Executive Director of the military technology, drone, and robotics association MilTech Latvia.</p>
<p style="text-align: justify;" data-start="5697" data-end="6085">Pabriks noted that Latvia has emerged as one of the region’s most important centres for drone technology development. More than 50 military technology companies currently operate in Latvia, approximately 20 of which specialise in drone development, producing aerial, ground-based, and maritime unmanned systems. Around 15 additional companies focus on components and software development.</p>
<p style="text-align: justify;" data-start="6087" data-end="6335">He emphasised that many drones developed in Latvia are no longer merely prototypes but operational technologies tested in real-world conditions, including in Ukraine. This demonstrates their technological competitiveness at the international level.</p>
<p style="text-align: justify;" data-start="6337" data-end="6725">Pabriks also highlighted the broader economic benefits of the drone industry, including export growth, technological innovation, job creation, and increased technological independence. Recent crises—including the COVID-19 pandemic and the current security situation in Europe—have demonstrated the limitations of relying solely on global supply chains for critical goods and technologies.</p>
<p style="text-align: justify;" data-start="6727" data-end="7219">According to Pabriks, drone technologies offer smaller countries with limited resources, such as Latvia, an opportunity to significantly strengthen their security capabilities. He argued that the distinction between military and civilian drone applications is becoming increasingly blurred. Technologies initially developed for defence purposes are now widely used in infrastructure monitoring, emergency response, border control, logistics, disaster management, and environmental monitoring.</p>
<p style="text-align: justify;" data-start="7221" data-end="7461">As he noted, the civilian sector is effectively becoming part of the broader security ecosystem: the more people and businesses use drones in everyday activities, the greater society’s overall competence and preparedness in times of crisis.</p>
<h3 data-section-id="1bcwg5p" data-start="7463" data-end="7502">Drones and Europe’s security future</h3>
<p style="text-align: justify;" data-start="7504" data-end="7925">The seminar concluded with a remote presentation by Reinis Pozņaks, Member of the European Parliament (MEP), who addressed current security challenges in Europe and Latvia. Pozņaks highlighted the growing importance of unmanned systems in modern European security and stressed the need to support the rapidly expanding drone industry through simplified regulatory processes and more flexible financing mechanisms.</p>
<p style="text-align: justify;" data-start="7927" data-end="8204">As a member of the European Parliament’s Security and Defence Committee, Pozņaks recently authored the report <em data-start="8041" data-end="8136">“Drones and New Warfare Systems: The Need for the EU to Adapt to Modern Security Challenges,”</em> which was adopted by a strong majority in Parliament on 22 January.</p>
<p style="text-align: justify;" data-start="8206" data-end="8494">He emphasised that Russia’s war against Ukraine has clearly demonstrated the strategic importance of drones in modern conflicts and has shown that industrial capacity, logistics, and the timely availability of critical technologies will play a decisive role during future security crises.</p>
<p style="text-align: justify;" data-start="8496" data-end="8923">At the same time, Pozņaks argued that decision-making processes concerning critical technologies often move too slowly compared with the rapid pace of technological development and evolving security threats. For this reason, both Europe and Latvia must strengthen their technological and manufacturing autonomy by investing in domestic industry and building the capacity to produce strategically important technologies locally.</p>
<h3 data-section-id="ieuezb" data-start="8925" data-end="8942">Key takeaways</h3>
<p style="text-align: justify;" data-start="8944" data-end="9270">The discussions throughout the seminar highlighted several common conclusions. In an increasingly dynamic technological environment, there is a growing need for more flexible technology procurement mechanisms, highly skilled specialists, and stronger cooperation between the public sector, industry, and research institutions.</p>
<p style="text-align: justify;" data-start="9272" data-end="9709" data-is-last-node="" data-is-only-node="">Participants also emphasised the importance of public preparedness and strengthened civil protection systems, recognising that complete protection against drone-related threats is not possible. Drone technologies are becoming an increasingly important factor in both economic development and security, further connecting civilian and military sectors and making technological independence a strategic priority for both Latvia and Europe.</p>

<p style="text-align: justify;" data-start="110" data-end="526">Since autumn 2024, the Vidzeme Planning Region, in cooperation with the Tartu Science Park, has been implementing the cross-border project “Smart Skies – Joint Development of Drone-Based Municipal Services.” Within the project, Valmiera Municipality has been selected as the Latvian pilot territory for exploring the use of drone technologies in infrastructure inspections and territorial management.</p>
<p style="text-align: justify;" data-start="528" data-end="816">The solutions being tested aim to evaluate the effectiveness of drone technologies and assess how they can improve access to hard-to-reach locations, reduce the time and resources required for inspections, and provide detailed, high-quality real-time data to support municipal operations.</p>
<p style="text-align: justify;" data-start="818" data-end="1251">The project has now reached an important milestone with the development and approval of a joint Strategy and Action Plan, outlining the future directions for the use of drone technologies in the delivery of public services. The strategy aims to promote the safe, efficient, and data-driven use of unmanned aerial vehicles (UAVs) in municipal operations, building on practical testing and experience gained throughout the project.</p>
<p style="text-align: justify;" data-start="1253" data-end="1572">In September 2025, the procurement procedure “Testing the Application of Unmanned Aerial Vehicles and Acquisition of Spatial Data for the Needs of Valmiera Municipality” was completed, leading to the start of cooperation with SIA Ģeodēzists. Preparatory activities for the drone operations began in autumn 2025.</p>
<p style="text-align: justify;" data-start="1574" data-end="1967">During the preparation phase, a comprehensive flight and data-processing plan was developed, accompanied by a risk assessment, risk mitigation measures, and an emergency response plan. These activities ensure that drone operations are conducted safely, responsibly, and in compliance with regulatory requirements while also taking public safety and data protection considerations into account.</p>
<p style="text-align: justify;" data-start="1969" data-end="2312">Drone test flights are currently being carried out across Valmiera Municipality. Their objective is to collect various types of spatial data through the inspection of more than 30 infrastructure sites. Activities include assessing the technical condition of buildings and structures, creating detailed 3D models, and producing orthophoto maps.</p>
<p style="text-align: justify;" data-start="2314" data-end="2722">The primary goal of the pilot activities is to understand how unmanned aerial vehicles can improve the efficiency of municipal operations and support better-informed decision-making. The data collected will enable more accurate analysis of territorial development, infrastructure conditions, and environmental factors while reducing the time and resources required compared to traditional inspection methods.</p>
<p style="text-align: justify;" data-start="2724" data-end="3081">In the long term, the use of drone technologies could provide significant benefits for both the municipality and its residents. These include more accurate and timely information for territorial planning, more effective monitoring of infrastructure and construction projects, and the development of data-driven, transparent, and sustainable public services.</p>
<p style="text-align: justify;" data-start="3083" data-end="3408" data-is-last-node="" data-is-only-node="">The drone pilot activities in Valmiera represent an important step towards innovative and modern municipal governance. At the same time, they strengthen cross-border cooperation within the Smart Skies project and lay the foundation for the wider adoption of drone technologies in municipal service delivery in the future.</p>

<p data-start="296" data-end="756">At the end of November, the ChemClimCircle-2 (CCC-2) partnership gathered in Vilnius for a two-day working meeting focused on strengthening the project’s strategic direction and accelerating the development of practical tools for greener public procurement. Hosted by the Lithuanian Public Procurement Office and MC Baltics, the meeting brought together municipalities, regional entities and thematic experts from across the Baltic Sea Region.</p>
<h4 data-start="758" data-end="818"><strong data-start="762" data-end="818">A Shared Understanding and Hands-On Co-Creation</strong></h4>
<p data-start="820" data-end="1197">The meeting opened with a joint plenary session, giving partners the chance to reconnect, reflect on progress and jointly discuss key opportunities and challenges ahead. Partners explored how procurement, climate action, circularity and chemical safety objectives can be better aligned within the project’s approach, and exchanged insights from the recent<strong> Green Governance Day</strong>.</p>
<p data-start="1199" data-end="1650">A significant part of the day was dedicated to <strong>interactive group work</strong>. Partners first reviewed experiences with the CCC-2 <strong>organisational mapping matrix</strong>, sharing what they learned while evaluating their current procurement systems. Discussions highlighted recurring needs: strengthening internal follow-up mechanisms, improving skills, and ensuring more systematic consideration of climate, chemicals and circularity in everyday procurement processes.</p>
<p data-start="1199" data-end="1650">In the afternoon, the consortium moved into thematic group sessions, working with <strong>four procurement categories</strong>: catering and canteen services, workwear and protective clothing, ICT equipment, and cleaning products and services. Each group explored the potential impact of greener procurement choices in their category – examining practical opportunities to reduce hazardous substances, cut emissions and increase circular practices.</p>
<p data-start="2083" data-end="2340">Following this, partners took part in a joint session on <strong>environmental impact mapping</strong>. The discussion bridged theoretical frameworks with real-life municipal constraints, helping partners begin defining ambition levels for their upcoming pilot procurements.</p>
<p data-start="42" data-end="375">The day concluded with a session on data collection and monitoring. Partners reviewed the <strong>draft questionnaire</strong> designed for municipalities implementing GPP – an instrument that will support both self-assessment and provide structured data for a regional dashboard showcasing GPP practices and good examples across the Baltic Sea Region.</p>
<h4 data-start="42" data-end="375">Building a Strong Foundation for the Pilots</h4>
<p data-start="137" data-end="422">Day two focused on preparing the next steps of the pilot work. Municipalities and regional authorities took the first steps toward shaping their <strong>procurement pilot plans</strong>, translating the insights from earlier organisational assessments into concrete directions for upcoming tenders.</p>
<p data-start="424" data-end="775">In parallel, a dedicated advisory group continued advancing the project’s emerging impact assessment approach. Their work centered on finding practical ways to embed climate, circularity and chemical safety considerations into the pilot cases, ensuring that the tools developed in CCC-2 remain both robust and usable for public buyers across the region.</p>
<p data-start="424" data-end="775">With two days of focused collaboration, the meeting strengthened the shared direction of the CCC-2 partnership and set a solid foundation for the next phase of work. By combining strategic alignment with hands-on co-creation, partners are steadily shaping practical tools and pilot cases that will help public authorities across the Baltic Sea Region integrate climate action, circularity and chemical safety into everyday procurement decisions.</p>

<p>On 26 November 2025, Vilnius hosted the Green Governance Day – an international gathering of municipal leaders, national institutions and European networks committed to strengthening the role of public procurement in driving the green transition.</p>
<p>This high-level event, organised within the EU-funded INTERREG Baltic Sea Region projects NonHazCity 3 and ChemClimCircle 2, brought together experts from Estonia, Finland, Sweden, Denmark, Latvia, Lithuania and broader European networks. Their shared message was clear: public procurement is one of the most powerful governance tools to accelerate climate action, reduce harmful chemicals and promote circular economy solutions.</p>
<p><strong>A strong call for strategic and ambitious public procurement</strong></p>
<p>Speakers highlighted that public procurement shapes entire markets, representing up to 14% of national GDP in many EU countries. When used strategically, it becomes a direct lever for innovation and sustainability.</p>
<p>“We want procurement not only to be green – we want chemicals, circularity and climate aspects to be equally integrated. This is the essence of Green Governance Day: showing how governance tools can truly drive change,” said Heidrun Fammler, Chairperson of Board, Baltic Environmental Forum (BEF) Germany.</p>
<p>Lithuania’s Ministry of Environment shared national progress following the introduction of mandatory environmental criteria in all public procurement procedures.</p>
<p>“Since 2023 every public procurement in Lithuania must include environmental criteria. We use 14% of GDP strategically – to stimulate the demand of sustainable products and services across the market,” noted Rūta Kukulskytė, Chief Specialist of GPP, Ministry of Environment of the Republic of Lithuania.</p>
<p><strong>Cities leading the way across the Baltic Sea Region</strong></p>
<p>Throughout keynote interventions and practical “lighthouse” cases, participants presented real-world examples of how cities translate sustainability goals into procurement requirements.</p>
<p>Tallinn showcased its city-wide transition to reusable solutions in public events, demonstrating how municipal action can reshape consumption patterns and inspire national policy.</p>
<p>“Tallinn’s experience shows that cities have the power to drive circular innovation. We can test, adapt and scale solutions faster than national systems – and this creates real market change,” said Liina Kanarbik, Lead Specialist, Circular Economy Department, Strategic Management Office, City of Tallinn.</p>
<p>Examples from Denmark, Finland and Sweden showed how data, traceability and consistent political prioritisation help shift construction, renovation and material use toward healthier and more circular pathways.</p>
<p>“Political leadership matters. When we prioritise sustainability and follow up consistently, procurement becomes a powerful tool for healthier communities and long-term change,” emphasised Viktoria Skure-Eriksson, Deputy Mayor, Västerås Municipality, Sweden.</p>
<p><strong>Procurement shaping the future</strong></p>
<p>A recurring theme across the event was the need for governance systems to evolve: from seeing procurement as an administrative task to recognising it as a strategic instrument for societal transformation.</p>
<p>“When designed strategically, green public procurement becomes an innovation driver – creating predictable market conditions and encouraging suppliers to deliver higher-performance solutions,” highlighted Evelin Piirsalu, Senior Expert in the Green and Circular Economic Transformations Unit.</p>
<p>The ChemClimCircle 2 consortium presented a new methodology linking circularity, chemical safety and climate impact, helping municipalities choose products and services with the highest long-term benefit.</p>
<p>“When we link procurement to circularity, toxins and climate criteria, it becomes a true driver of change,” noted experts from the project team.</p>
<p><strong>A regional commitment to stronger governance</strong></p>
<p>By convening leaders from across the Baltic Sea Region, the Green Governance Day strengthened cooperation between cities, research institutions and policy networks. The discussions underscored a shared commitment: embedding sustainability into every stage of public decision-making, from high-level strategy to day-to-day purchasing choices.</p>
<p>The event confirmed the growing role of green public procurement as a key political priority in Europe and a practical pathway to deliver climate, circularity and chemical safety goals.</p>
