On 31 August in L\u00fcbeck, Germany, Inese Suija-Markova, Chair of the Vidzeme Planning Region Development Council, delivered a speech at the 35th Baltic Sea Parliamentary Conference (BSPC), representing the Baltic Sea States Sub-regional Co-operation (BSSSC). In her speech, she highlighted three key principles for cooperation in the Baltic Sea Region: the ability to find common solutions, trust between different levels of governance, and meaningful youth participation in decision-making.<\/p>\n

The BSPC is a cooperation forum where representatives of national and regional parliaments from across the Baltic Sea Region discuss issues of common interest and formulate joint positions and recommendations. BSSSC, in turn, represents regional interests in this political dialogue, helping to ensure that local needs and practical experience are taken into account in policy-making. The two organisations have worked together for more than 30 years.<\/p>\n

Addressing the conference participants, Inese Suija-Markova emphasised the importance of strong institutions for cooperation in the Baltic Sea Region. They bring representatives of larger countries and smaller regions to the same table, even though their experience and perspectives on shared issues may differ significantly. Regular dialogue allows these differences to be discussed and common positions to be reached, even when agreement requires time and compromise.<\/p>\n

Inese Suija-Markova also stressed that trust is a strategic asset in cooperation between national and regional levels. Decisions taken in parliaments ultimately affect people\u2019s daily lives in individual cities and communities. Regional experience and needs must therefore be heard from the outset of the decision-making process. This helps create conditions in which people can see opportunities for their future where they live, rather than feeling that they have to look elsewhere. Inese Suija-Markova described this as the \u201cright to stay\u201d<\/strong>.<\/p>\n

In the final part of her speech, Inese Suija-Markova focused on youth participation in decision-making. She noted that young people are often described as the shapers of the future, even though they are already taking part in real decision-making today. This is reflected in the work of both BSSSC and BSPC: two young representatives currently hold voting seats on the BSSSC Board, while proposals developed through the BSPC Youth Forum are incorporated into the conference\u2019s draft resolution.<\/p>\n

\u201cWe like to say we are preparing young people for the future. I have come to think we have it backwards. They are already doing the work \u2014 on our Board, in your Forum, in the same room deciding the same things. So the question this anniversary puts to us is not whether they are ready for us. It is whether our networks are organized enough to be worthy of them,\u201d<\/em> said Inese Suija-Markova.<\/p>\n

The messages highlighted in Inese Suija-Markova\u2019s speech are also reflected in the BSSSC resolution \u201cStronger Regions for a Stronger Europe\u201d<\/strong>, endorsed in Tallinn in May this year. The resolution emphasises the involvement of local and regional authorities in policy-making and implementation, as well as meaningful youth participation in shaping their communities and public policy.<\/p>\n

The 35th Baltic Sea Parliamentary Conference in L\u00fcbeck continues until 1 September and will conclude with the adoption of a joint resolution setting out key political priorities and recommendations for future cooperation in the Baltic Sea Region.<\/p>\n

Vidzeme Planning Region is the first region from the Baltic States to be entrusted with the BSSSC presidency in the organisation\u2019s history. During its presidency, VPR advances the priorities set for 2026\u20132027, coordinates the work of BSSSC and represents BSSSC positions in dialogue with national and European Union institutions.<\/p>\n
