The Planning Region Development Council is elected from among the deputies of the respective municipalities by the general meeting of chairmen of the municipalities included in the planning region, while the chairman of the development council is elected by the planning region development council from among the council members elected therein.

The meetings of the Planning Region Development Council are open and representatives of state administrative institutions, international institutions, associations and foundations, merchants and other municipalities included in the planning region, may participate in them with advisory rights.

The decision-making procedure of the Planning Region Development Council is determined by regulations.

In addition to the competence specified in the regulations of the planning region and other regulatory enactments, the chairman of the council may participate in meetings of the Cabinet of Ministers, meetings of the Cabinet Committee and meetings of State Secretaries with advisory rights, and also represents the planning region in the Regional Development Sub-Council.
